Role Impact:

The Senior Procurement Specialist will administer the source-to-pay lifecycle and undertake procurement and contract management and administration activities for complex, strategic and high-dollar initiatives & services for Data & Technology.   Duties will include gathering and analyzing current spend data, providing advanced technical and strategic guidance, developing procurement packages, as well as contract execution and administration.


What you will deliver:

  • Providing expertise in:
    • Analyzing and interpreting complex spend data, vendor and contract data
    • Vendor negotiation
    • Planning and executing RFx processes
    • Recommending innovative category strategies, specific to Data and Technology, which drive continuous improvement and client value
    • Preparing summary reports and presentations with data collected to present strategic opportunities
  • Supporting delivery of strategic sourcing process (RFx), negotiation and contract development  with internal and external stakeholders by:

    • Contributing the development of special procurement strategies, processes and contract documents for unique procurements, in collaboration with the Data & Technology Delivery Leads, Project Managers, Operations Services Manager Sourcing and Procurement and other internal stakeholders
    • Collaborating with security, privacy and quality assurance to ensure their requirements are taken into consideration as part of vendor selection and contracting
    • Assisting CF internal customers in negotiating complex single source contracts where required and developing unique pricing strategies, and contract terms and conditions
    • Collaborating with Legal to ensure that procurement processes are conducted in a fair and transparent manner
    • Partnering to lead the interactions between suppliers and client groups (i.e. internal stakeholders), which will include, without being limited to, drafting, negotiating and finalizing contracts based on sourcing event outcomes, KPIs and SLAs
    • Managing the evaluation of RFx responses against a set of pre-defined criteria, including managing divisional responses
    • Assisting with the analysis of potential risks at the category level and development of appropriate mitigation strategies
    • Preparing and managing RFx documentation by gathering data from various stakeholders and resources
  • Contributes to furthering compliance of the organization by:

    • Monitoring for consistent corporate-wide application and compliance with the Procurement Policy, Delegation of Authority Policy, processes, standards and controls
    • Applying advanced professional expertise of leading procurement practices to interpret deviations and exceptions to procurement policies
  • Leading the development of departmental procedures and templates to further the department objectives across the organization
  • Providing  advice to Data & Technology team members to drive performance, compliance of contracts, and leading practices of contract development and management functions
  • Documenting and educating Data & Technology team members in the procurement process


What your strengths are:

  • Expert in MS Office, particular expertise  in excel spreadsheets
  • Familiarity with Google Suite for online collaboration (i.e. Sheets, Gmail, et…)
  • Exposure to e-Sourcing platforms (i.e. SAP, iValua, etc..)
  • Exposure to high-dollar value sourcing events related to information technology (i.e. software licenses)
  • Expert in defining & recommending service level agreements for inclusion in contracts
  • Knowledge of privacy and security regulations as it relates to data sensitivity and integrity
  • Knowledge of office and retail space and related infrastructure will be considered an asset
  • Ability to lead interactions between vendor and client groups
  • Analytical, problem solving and evaluation skills
  • Interpersonal skills and political acuity
  • Vendor negotiation skills
  • Strong oral communication skills with the ability to confidently present to senior members of the organization
  • Excellent written/negotiation and presentation skills, with experience presenting recommendations and implications to senior leadership


What you need to succeed:

  • Post-secondary education in a business discipline or related field
  • Minimum of 5- 7 years of experience in procurement and sourcing, including leadership in governance, process, systems and vendor relationship and risk management is required
  • Experience in Data & Technology categories such as software & licensing purchases is considered an asset
  • Exposure to legal work, either in a legal or corporate environment, where technical review and/or authoring of contracts (i.e. Software as a Service agreements) was demonstrated is preferred
  • Previous experience in governance and compliance roles and continuous improvement environments is preferred
  • Professional Supply Chain (i.e. Certified Supply Chain Professional (CSCP), Purchasing Management Association of Canada (PMAC) and or Project Management certifications are considered as assets.
  • Bilingualism would be considered as asset
  • Proficiency in procurement and sourcing practices including leadership in governance, processes, systems, and vendor relationship and risk management
  • Demonstrated experience in purchasing and tendering policies, procedures, standards and controls
  • Experience in e-procurement
  • Project Management experience
