The Senior Manager, Occupational, Fire & Life Safety will be responsible for leading the corporate occupational & life safety objectives across all asset classes. This position will provide leadership in compliance reviews, general risk assessments and implementation of Occupational, Fire & Life Safety management programs and policies at the properties. This position will undertake significant efforts to build, enhance and sustain a health & safety culture at CF.

The Senior, Manager, Occupational, Fire & Life Safety will establish and maintain key contacts with internal and external partners, public authorities, suppliers, and life safety industry stakeholders. The position will also take steps to ensure that corporate goals related to Fire, Life, Occupational and Environmental Safety are achieved.  As part of building and sustaining a more robust Health & Safety culture throughout Cadillac Fairview, this position will be responsible for quality assurance, overall compliance with required legislative standards, and the development of new internal policies and programs.

 

This position is located in Montreal, Quebec 

JOB ACCOUNTABILITIES:

  • Manage the overall business plan for the implementation and delivery of CF’s Occupational, Fire & Life Safety Program in an engaging and sustainable manner
  • Lead the coordinated effort with internal teams to build, enhance and sustain Occupational, Fire & Life Safety Programs throughout Cadillac Fairview
  • Act as an internal expert / resource for all aspects of Occupational, Fire & Life Safety at CF, providing expertise and advice to internal teams as required (Operations, Investments, Development)
  • Manage and monitor CF Occupational & Life Safety policies and programs to ensure that they remain current and aligned with the current legislative requirements and industry best practice.
  • Perform compliance reviews, risk assessments and business impact analyses on a regular basis to identify vulnerable areas within the organization’s critical functions
  • Implement new or updated corporate EHS policies and procedures, including  Food Safety, Asbestos remediation, as well as work with internal and external auditors to assure compliance with related legislation and requirements
  • Research, develop and communicate best and emerging practices in alignment with corporate objectives and legislative changes.
  • Lead, train and assist building operations to ensure that the management and maintenance of all fire and life systems at each property are in full compliance with applicable legislation.
  • Design and deliver Occupational, Fire and Life Safety training throughout CF, specifically at the property level, through the CF Learning Hub, and other appropriate venues
  • Scan the business and regulatory horizon for threats and opportunities on a regular basis
  • Serve as a resource and advisor to both senior management and property staff in addressing evolving concerns related to business continuity/safety precautions in the event of an emergency or a communicable disease outbreak (ie: natural disasters, pandemics, or other emergency situations where employee, client or public safety is at risk)
  • Compile and coordinate data and metrics related to Fire & Life Safety, Environmental Safety, and Occupational Safety for reporting to Operations Leadership, the Executive team, and the Board of Directors on a quarterly basis.
  • Communicate directly with property teams to ensure safety expectations are understood and met
  • Prepare for, and participate in internal and external audits, coordinating internal resources with outside consultants as required
  • Review internal and external audit reports to identify areas of improvement.
  • Monitor implementation, development and sustainment of compliance platforms (MAXIMO HSE) across all CF assets
  • Provide oversight to local teams for accident/incident investigations, violations and other compliance related requirements, leading and directing teams in addressing any form of non-compliance/violations of provincial legislative codes within the organization
  • Promote a safety culture throughout the Company, including promoting activities to create Occupational, Fire & Life Safety  awareness within the organization
  • Promote and model best practices in occupational and life safety that create value to the organization related to effective remediation practices, reducing overall exposure to regulation sanctions, and the contribution these practices make to enterprise risk management
  • Participate in regional Security & Life Safety meetings, as well as take an active role on JHSE committees, providing advice, recommendations and coaching as required

 


SCOPE OF RESPONSIBILITY (financial, people, operations):

 

  • No direct reports
  • Ability to influence and direct at all levels of the organization, as well as external stakeholders (audit, consultants, regulatory bodies, etc)
  • Develop and foster key relationships with related third party groups, especially with stakeholders who hold influence in the areas Occupational, Fire & Life Safety  standards and accommodations for persons with disabilities
  • Provide guidance and mentorship to more junior members of the broader Occupational, Fire, and Life Safety team
  • Act as a strong culture champion, responsible for building and fostering a safety culture with site management and internal teams

 

EDUCATION AND EXPERIENCE REQUIREMENTS:

 

  • Undergraduate degree or Engineering Technologist
  • Formal education (certification) in Occupational Life Safety and/or Fire Protection
  • Certified designation such as CFPS/CFI
  • A minimum of 8 + years working in a commercial life safety/security environment, ideally in positions of increasing responsibility
  • Good working knowledge of Fire and Building codes
  • Strategic thinking, planning and prioritization techniques
  • Knowledge and understanding of applicable federal, provincial and municipal legislation, and significant court rulings pertaining to the area of accessibility, life safety, occupational health and security management
  • An ability to comprehend and translate legislative requirements into policies and operational practices
  • Strategic and operational planning, policy development, operational policy implementation (policy project management)
  • Knowledge of risk assessment and risk management methods
  • Sound knowledge of industry-related techniques and emergent trends in occupational and life safety
  • Proficiency in basic accounting including the development and administration of capital and operational budgeting across a portfolio
  • Industry related board experience is a definite asset
  • Excellent knowledge of CNESST laws

WORKING CONDITIONS:

 

  • Typical office environment with little exposure to noise, dirt or external elements
  • Availability outside regular business hours
  • Ability to travel outside of the province (30%)
  • Sitting/walking for extended periods of time
  • Sufficient dexterity of hands and fingers to efficiently operate a computer keyboard, mouse, power tools, and other computer components
