Role Summary:

The Manager, Planning and Entitlements will provide expertise and assist in the management of the planning and approvals portion of the pre-development process for a variety of office, retail, residential and mixed-use projects.  This will include working with the Director, Planning and Entitlements to manage pre-development consultants, secure required development approvals and lead planning / engagement matters with project stakeholders.


What you will deliver:

  • Work with the team to identify the best land use designations for selected CF properties and the optimal approach to planning approvals based on the project scope and vision.
  • Negotiate and obtain official plan, zoning, draft plan of subdivision and site plan approvals, environmental assessments, committee of adjustment severances and  variances, appeals to LPAT or TLAB, and other permits directly and through the management of consultants, architects, lawyers and municipal representatives in order to expedite such approvals and ensure effective cost management.
  • Participate in public hearings and council meetings. Meet with elected officials and planning staff to build relationships and advance planning approvals.
  • Negotiate agreements related to development (purchasing, sales, leasing, municipal, and easements) through face-to face meetings and provide direction regarding legalities and the detailed preparation of documentation in order to ensure agreements that are cost-effective and meet corporate and legal requirements.
  • Coordinate inter-departmental communications regarding new development applications that have relevance to CF densification projects, as well monitor and summarize impending legislative changes that may have an impact on densification efforts or the company more broadly.
  • Manage internal resources and external consultants in the creation of long term master plans for CF densification projects to ensure the long term viability of these assets and enhance their value.

  • Travel may be required


What you need to succeed:

  • University Degree, ideally a Planning degree or similar
  • Professional Planning designation, postgraduate planning degree or similar an asset
  • 2-5 years’ experience in the development field, preferably in a Planning or Real Estate Development firm
  • Experience with mixed use/multiple asset classes (office, residential and retail)
